The Public Procurement and Asset Disposal Act, 2015

The Public Procurement andAsset Disposal Act, 2015 came into force on 7th January 2016 repealing the previous Public Procurement and Disposal Act of 2005. The new Act contains various controversial provisions including the requirement by a bidder, who wishes to challenge the decision of a procuring body, to deposit 10% of the bid price before the Review Board will accept a request for review. The new Act also introduces new deadlines which are unlikely to work in practice.
